Using a sewing kit on cloth/leather equipment near an anvil will try to repair it, higher tailoring and arms lore will increase your chance of repairing the item.
To make cloths you will need to use spool of threads near a loom and then cut the bolt of cloths you get with a scissor, if you then cut the cloths you will receive bandages.
Being higher specialized crafter classe and have higher tailoring will increase the crafted item quality and chance of being exceptional.
