From what I understand the chance for success is 80% at 130 skill, 60% at 135, 40% at 140 and 20% at 145. This means the average (not median) number of tomes needed to reach the cap of 150 is almost 11.

Given this, failing 15 tomes in a row would be an extraordinarily unfortunate event (less than 4% chance) even if you’re attempting to increase the cap from 145 to 150. Unfortunately, it still means that the chance of success for your 16th tome is still only 20%.
