Tinkering creating Lockable Chests.

Hi, I have a character level 2 crafter with 75 Tinkering, it took me more than 20 blank keys to create a lockable chest to train Lockpicking, the difficult of the chest is 138.
i made a new character with 50 tinkering, 50 carpentry, 90 bs. already lost 40 keys and nothing, cannot create a lockable chest.
any help?
